Verification of the emission year 2023

Ecoxy will soon be starting the verification of the EU ETS emission reports for 2023. During the year, the regulations have undergone several changes and updates, and we have gathered information about the most important ones in this article.

New regulations

The EU ETS directive has undergone several changes and updates, which also means that that there will be an update to regulations for monitoring and reporting emissions (MRR), the free allocation regulation (FAR) and the accreditation and verification regulation (AVR).

The Norwegian Environment Agency is arranging an information meeting on the 20th of October about the changes to the EU ETS regulations and reporting of emissions and allocation data for 2023. We recommend that all operators participate in this meeting. The deadline for digital registration for the information meeting is 18th of October. Find the link for digital registration here.

Allocation of climate quotas – period 2 (2026-2030)

Operators who intend to apply for the allocation of free allowances for the period 2026-2030 must submit an application by 30th of May 2024.

The framework for this application has not yet been defined, and there is still discussion about how this application should be verified. We remain up to current on new information from the Norwegian Environment Agency, and share information as soon as it is defined. Biomass

Companies subject to quotas that want to zero out CO2 emissions from burning biomass must show that the biomass fulfills sustainability and emission reduction standards by 1st of January, 2023. It is critical to ensure that you have all the necessary documentation required to have the biomass counted to zero before the deadline. If in doubt, or if you have any questions, contact the Norwegian Environment Agency.

Exemption from visits

We remind you that all operators who needs to apply for an exemption from the requirements for visits on site, must send an application regarding the matter to the Norwegian Environment Agency by 30th of November 2023. The application must contain a risk assessment from a verifier. The requirement for an application does not apply to operators who meet the criteria for facilities with low emissions.
