New regulations
The Climate Quota Directive has been updated, and as a result, the regulations for monitoring and reporting emissions (MRR), the allocation regulations (FAR), and the verification regulations (AVR) are also being updated.
Allocation of climate quotas period 2 (2026–2030)
Operators wishing to apply for the allocation of free quotas for the period 2026–2030 must submit their application by May 30, 2024. The framework for the application has not yet been fully defined, and discussions are still ongoing regarding how the application will be verified. We are continuously updating ourselves on new information from the Norwegian Environment Agency.
Biomass
From January 1, 2023, quota-liable businesses wishing to net off CO2 emissions from the combustion of biomass must document that the biomass meets the criteria for sustainability and emission reductions. It is important to ensure in good time that you have the required documentation.
Exemption from visits
Operators wishing to apply for an exemption from the visit requirement must submit an application for this to the Norwegian Environment Agency by November 30, 2023. The application must include a risk assessment from the verifier. The requirement does not apply to operators who meet the criteria for low-emission facilities.
